system idle process takes 99% cpu - Windows XP

I have a pentium 4, 256 megs rdram and XP Professional. My system is SLOW. A lot of hard drive running time and applications are slow to start. I have noticed that "system idle processes" take 98 to 99% of my CPU time. What is this process doing and is it
