MSVCR80.dll error upon starting Outlook | MSOutlook.info

Upon starting Outlook I receive the following error; "This application has failed to start because MSVCR80.dll was not found. Re-installing the application may fix this problem." I reinstalled Outlook but that did not solve it. How can I recover?
