Log reader agent may fail to start on SQL Server 2012 Service Pack 1 Update version 11.0.3460.0 - Mi

I am unclear as to what versions of SQL this affects? I can't find a build number 11.0.3460.0 anywhere listed so is this the version number that SQL 2012 will have after this hotfix is applied? What versions of SQL 2012 are impacted by this bug?
