Installing MySQL ODBC 3.51 or 5.1 on WIndows 7

I have tried to install MySQL ODBC 3.1 on Windows 7 with no luck. I've tried both the 32-bit and 64 bit version. I downloaded the 3.1 setup and it ran successfully, I can see the DLL in windows\system32. But this driver does not show up in Windows ODB
