How to Play Android Games on Your PC with Emulators

Do you know of any emulators or programs that will allow me to play android apps on either a windows pc laptop that’s running windows vista (but does not have the specs/hardware/drivers/whatever to run the games via bluestacks?) or on a mac running osx 10
