How to Convert an MP3 or M4A File to an iPhone Ringtone

Had no problem converting to the AAC format and then to .m4r; Draggd it to the ringtone folder……but when I open the folder, nothing shows up. Does the iphone have to be connected for anything to show up in the ringtone folder??? thanks.
